【摘要】:Hand-heldSNMmonitorsareaneffectiveandunobtrusivemeanstosearchpedestriansorvehiclesforconcealedSNMwhenautomaticSNMmonitorsarenotavailableorhavesoundedanalarm.FacilitysecurityplansapplySNMmonitorsasonemeanstopreventtheftorunauthorizedremovalofSNMfromdesignatedareas.Functionaltestingofmonitorsonadailybasiswithradioactivesourcescanassuretheyareingoodworkingorder.Thesignificanceofalessfrequent,in-plantevaluationofanSNMmonitoristoverifythatthemonitorachievesanexpectedprobabilityofdetectionforanSNMoralternativetestsource.Theevaluationverifiesacceptableperformanceordisclosesfaultsinhardwareorcalibration.Theevaluationusestestsourcesshieldedonlybynormalsourceencapsulation.However,shieldedSNMtestsourcescouldbeusedaswell.Theevaluation,whenappliedasaroutineoperationalevaluation,providesevidenceforcontinuedcompliancewiththeperformancegoalsofsecurityplansorregulatoryguidance.Note18212;Itistheresponsibilityoftheusersofthisguidetocoordinateitsapplicationwiththeappropriateregulatoryauthoritysothatmutuallyagreeablechoicesforevaluationfrequency,testsources,detectioncriteria(whetherasingleormultiplealarmsconstitutedetection),minimumdistanceforfirstdetection,numberoftrials,andreportingproceduresareused.Regulatoryconcurrenceshouldbeformallydocumented.1.1Thisguideisoneofaseriesontheapplicationandevaluationofspecialnuclearmaterial(SNM)monitors.OtherguidesintheseriesarelistedinSection,andtherelationshipofin-plantperformanceevaluationtootherproceduresdescribedintheseriesisillustratedin.Hand-heldSNMmonitorsaredescribedinofGuideC1112,andperformancecriteriaillustratingtheircapabilitiescanbefoundin.1.2Thepurposeofthisguidetoin-plantperformanceevaluationistoprovideacomparativelyrapidproceduretoverifythatahand-heldSNMmonitorperformsasexpectedfordetectingSNMoralternativetestsourcesortodisclosetheneedforrepair.Theprocedurecanbeusedasaroutineoperationalevaluationoritcanbeusedtoverifyperformanceafteramonitoriscalibrated.1.3In-plantperformanceevaluationsaremorecomprehensivethandailyfunctionaltests.Theytakeplacelessoften,atintervalsrangingfromweeklytoonceeverythreemonths,andderivetheirresultfrommultipletrials.1.4Notethattheperformanceofboththehand-heldmonitoranditsoperatorareimportantforeffectivemonitoring.Operatortrainingisdiscussedin.1.5ThevaluesstatedinSIunitsaretoberegardedasstandard.Thisstandarddoesnotpurporttoaddressallofthesafetyproblems,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
